Paul Eleftheriou

Paul is a highly experienced medical administrator and healthcare leader with a strong background in governance, strategy, and clinical leadership across public and private health sectors.

Paul brings more than 10 years of experience as a health service executive, most recently serving as Chief Medical Officer at Western Health, a multi-campus health network with a budget of more than $1 billion. He has extensive experience in health service management, with particular expertise in health workforce reform, corporate and clinical governance, and system leadership across both the public and private health sectors.

Paul is a Fellow of the Royal Australasian College of Medical Administrators, a member of the Australasian College of Health Service Management, a graduate of the Australian Institute of Company Directors Course, and a Board Director of MIPS Medical Indemnity Insurance. He also holds a Master of Health Administration from La Trobe University.

Paul obtained his MBBS from the University of Melbourne and practised as a medical practitioner in metropolitan, regional, and rural settings. He also taught anatomy, clinical skills, and professional development at the Melbourne Medical School, after completing the Melbourne Teaching Certificate and a Diploma of Surgical Anatomy, both at the University of Melbourne.

From 2026, Paul is Chief Medical Officer at Medibank Private. Prior to this, he was Principal and Co-Lead of Digital Health at Nous Group, a Melbourne-based international management consultancy. In this role, he worked extensively with the Victorian Department of Health and the Commonwealth Department of Health and Aged Care, and led projects across hospitals, aged care, and mental health services.

His work has included major projects focused on health workforce reform, digital health, and Voluntary Assisted Dying, as well as the development of strategic plans and organisational change initiatives for health services, medical research institutes, and university departments.
